Absent without permission

Please can anyone tell me if a list exists, of people who left Sweden without official permission?
 
I am especially interested in the year 1895, and possibly a few years before that.
 
Any help or pointers are most appreciated.

People didn't actually need permission to leave, but they were supposed to report it to their parish office.
 
One source would be the people recorded as absent in the 1890 and 1900 Swedish censuses.
