Records Over Non-Existents

Can someone explain what these records are and their importance.   Who is listed in them?  How did they get there? Who determines who is listed in the documents? What is the organization plan for these records?

Swedish law stipulated that those who moved from one parish to another would get a transfer rating (flyttbetyg) of the priest. Those who moved without notice came in the register of non-existent. When someone moved into a parish he should show the document to the new pastor.

Perhaps the word obefintliga shouldn't translate to non-existent in this particular case. It is a record of persons where the priest found out that he was unaware of where a certain person was living. He/she could have moved away (in country or emigrated) without flyttbetyg or they could perhaps hide somewhere. It was the priest that decided when to move a person to obefintliga.
