Sven Jonsson Hult: Text from the 1726 Bergskollegium Rättsprotokoll

There is a passage in the 1726 Bergskollegium Rättsprotokoll from Värmlands that mentions ålderman Sven Jonsson Hult (an ancestor of mine). I can not read much of this, though. Below are the two pages from this, as well as the link.

I'm hoping someone can provide at least a summary of what this text is about.

A beautiful example of kanslisvenska, which I cannot translate into English in the same style:

Emedan, wyd tillfälle att Bruksfolket wyd dessa wärcken på (Dahl?) efter efterfrågades, det wardt gifwit wyd handen, att smederna därstädes skola smyda både för mästare och mästaresvänner oachtadt de hwarken för det ena eller det andra aflagdt deras behöriga prof, och deröfver bewys erhållit, samt lådepenningarne erlagdt, för denskull tillsades åldermannen öfver samma wärk Svenn Johansson Hult att hålla alfvarsam hand, det sådana missbruk sig ey (ånyo?) inryta och lämnas opåtahlt, uthan då han något sådant förmärcker, straxt gifver wederbörande det vid handen, på det deröfver efter förordningen må kunna förfaras.

The gist of it is the following: As, when enquiries were made about the employees at these mills in Dalsland, it appeared that the smiths in  those mills are working both as mastersmiths and as apprentices, notwithstanding the fact that they have not undergone the required examinations and received evidence thereof, and paid their contribution to the guild, therefore the alderman over the same mills, Svenn Johansson Hult was told to (be strict in the execution of his office), so that such misdemeanours do not become common, but, when he notices such a thing, immediately informs the concerned official, so that it may be processed according to the Regulation.
