Help with a transcription/translation

I'm trying to get some details on a person who left Gävle for the US in 1900. In the Moving Out book I've found the record of his departure. However, there are some notes at the end I can't understand.
The record is here Gävle Heliga Trefaldighet (X) BIII:2 (1900-1905) Image 700 / Page 132, #87. The person's name is Johan Theodor Hiller.

303 152/00 is his military draft number. Then he has got the authorities permission to move from the country, probably needed because he had not done his military service.

Thank you very much. There's something written across the lines, beneath the number, that seems to relate to him (the curved line suggests it "extends" the space).
