So you have the Norwegian phone number, but don't know how to make a call there from your country? You can use e.g. this website to find out the calling codes from your country to Norway (or indeed to any country).
As I don't know where you found the phone numbers, I can't tell if the numbers are complete or if an area code is missing. You could try looking up your relatives in the Norwegian online telephone directory found at this site (make sure you use the Norwegian letter ?, not the Swedish Ö).
