David, the Emibas does not have the källkod numbers, instead it has references to the clerical surveys, which is what T 17 is. As Bo mentioned it means Tannefors #17, and Tannefors was one of the four sections of Linköping city.
As your emigrant left in 1868 there are no records that shows what boat he went on, those records start in 1869.
