The banns and marriage book EI:5 is for the entire "pastorat" of Hedemora, both the town ("Stadsförsamlingen") and country ("Landsförsamlingen") parishes -- but separate within the book. Johans and Annas marriage is in the country parish part. I guess you looked in the first part only ;)
If it's any consolation, the priest(s) themselves possibly made the same mistake -- when both their sons Carl Johan[1], 1872-06-09, and Carl Axel[2], 1873-08-10, were baptized, their marriage year was noted as a question mark in the notes column.
