The last (untranslated) bit is not unimportant. Something like this: Engagement dissolution certificate issued by Kalmar chapter.
This was because church announcement had already taken place. I think it might be "Banns of Marriage" in British English. The chapter needed to get involved if that had happened for the parties to be free to marriage someone else.
