Judy, the first number is rote, the second property number and the books are in property number order, but it is not page numbers. Sometimes it is quarter numbering, such as 6: 14/4 13 (6th rote, 14th quarter, property 13 within that quarter). And numbering can change over time, so you need to know what time you are locking for. At AD, the Info at upper right in the volume listing, often tells which rote is in which book.
