I am trying to find the birth record for Ruth Alma Irene, shown on the two congregational records with links below with birthdate of 1915-03-22. I've looked in both the Hedemora city and countryside records and cannot find. Any assistance greatly appreciated.

Not an answer to your Q, but a small correction. But I think her name was Ruth Klara Irene. And she died 22 june 2008 according to the CD Swedish Death Index 1860-2017:

Dead 6/22/2008.
Registered in Hedemora, Hedemora kn (Dalarnas län, Dalarna).
Born 3/22/1915 in Hedemora (Kopparbergs län, Dalarna).
