Titel: Help understanding newspaper article

Attached is an image of a newspaper article from Gothenburg Post 11 March 1868.
What is the title of the article?  It is just a list of names.  I think this is a list of people in debt.

The title, somewhat amateurishly translated:
"Cases decided by the king's commanding officer"
with the subtitle
"Debt claims cases"

So, yes, these are cases of debts, where the two parties disagreed on something, that were referred to "landshövdingen", the chief executive officer of the county. I think the first name is the creditor (there's a trader Backman that is the first name in cases 2 to 6), and the second name is the debtor.
