He might have been, of course, but the writing definitely says "Riksdagsman", Member of Parliament.
There was an Ola Svensson representing the peasants of Färs and Frosta härader at the Riksdag 1859-60 where he was deputy speaker in the peasants' estate. That fits geographically. I haven't found more information about him, though. If that's the Ola Svensson in question, he can't have been a clergyman.
