Titel: Need help with short note on household exam record

I need help with a 3 letter word noted on a household exam record.  I understand the word below it to mean poor.  Not sure if the 3 letter word relates to that or just to the person on the line where it is recorded.

It looks like Inh = inhyses = tenant.
