It's the wanted statement according to the printed text. It says:


The abovementioned hussar, who arrived in Harlösa on June 16 and uninterruptedly has stayed here, has during his leave behaved decently, not taken the Holy Communion and not entered into any marriage obligation.
Harlösa October 1, 1863
